With reference to the subject cited above, I am to say hat, "Teacher on Call" scheme was introduced Vide Govt. letter No. 6722 dt. 02.04.2015 to meet the requirement of Pupil Teacher Ratio as per RTE Act i.e. 30.1 for Primary level and 35:1 for Upper Primary level. During the year 2016, advertisement was released for filling up of vacant posts of Shiksha Sahayaks to meet the requirement of teachers in the State. The vacant post of Shiksha Sahayak could not be filled up till now since the matter is subjudice in the Hon'ble High Court, as a result PTR is not maintained in some schools. Keeping in view of the importance of classroom transaction and to comply the RTE norm, it is decided to prepare a panel of interested retired Elementary school teachers of the locality nearer to Elementary Schools who will be engaged as "Guest Teacher The engagement shall be from 1 July, 2017 to till 31 March, 2018 or till engagement of newly recruited Shiksha Sahayak whichever is earlier subject to approval of Govt. in S&ME Department.
Term and Condition
- The Block Education Officer shall prepare a panel of interested Retd. Elementary School Teachers by obtaining the willingness of retired Elementary School Teacher as per requirement.
- The maximum age limit of retired elementary schoolteacher shall be 65 years.
- Retired elementary school teachers having requisite qualification as per RTE norm shall only be eligible for engagement.
- The name and details of retired elementary school teacher shall be referred to the selection committee constituted as per the purpose.
- They will be paid remuneration Rs.300/- per day or subject to maximum Rs 5200 per month.
- The remuneration will be booked out of teacher Salary Component under SSA.
- The block Education Officer will submit the bill along with the Attendance. Sheet to the Headmaster of the School by the week of succeeding month.
- The District Project Coordinator, RTE-SSA will sanction and credit the amount to the Bank Account of concerned retired teacher by 2 week of the month The Headmaster headmistress of the School shall maintain a separate register for daily attendance of the concerned retired elementary school teachers. In case any absence, the proportionate amount to be deducted from their monthly remuneration. If there are any complaints, then, based on SMC, Standing Committee of GPs report, the teacher to be disengaged by BEC with immediate effect after proper inquiry The engagement is subject to approval of State Project director, OPEPA.
- The retired elementary teachers will be engaged on priority basis in single teacher Schools or in any Upper Primary Schools where no subject Teacher available and the PTR is higher than the RTE norm.
Selection Committee & Procedure
The selection will be made at the block level through the chairmanship of Block Education Officers consisting following members to finalize the list out of the willing retired teachers.
1. Block Education office - Chairperson
2. All A.B.E.O.s of the respective block - Member
3. Two Headmaster Headmistress - Member (one HM from Secondary and one HM from Elementary)
The District Project Coordinator, RTE-SSA will send the consolidated proposals panel of retired elementary teachers of all BEOs of concerned districts duly approved by Collector-cum-chairman, RTE-SSA) to the State Project Office for approval.
No engagement will be issued without the prior approval of the State Project Director, OPEPA.
Bio-data of retired elementary schoolteachers who are impaneled shall be kept along with their photographs in the office of the concerned BEO. Retd. elementary school teacher with good past performance records will be taken into consideration at the time of selection. Retired elementary school teachers facing proceeding dismissed during his/her incumbency and was involved in any manner in criminal cases shall not be eligible Proceedings initiated and penalty inflicted shall not make eligible a retired teacher for engagement. this scheme is a temporary arrangement to utilize the services of retired elementary school teachers keeping in view of need of the schools. this will not provide any scope for mandatory provision of re-engagement rehabilitation of retired teachers.
Appraisal of performance: the School Management Committee (SMC) of the concerned School in which the retired elementary school teachers will be engaged shall give the performance report of retired elementary teacher in every month in case any adverse report is given by SMC, the concerned retired elementary school teacher shall be disengaged by the BEO immediately. Standing Committee of GP will review the scheme and based on the report of Standing Committee, BEO shall take necessary action to comply.
